Specifically, it assessed how community involvement influences planning, implementation, and monitoring and evaluation of health services. The study was guided by Representative Democracy Theory and Stakeholder Theory and employed a cross-sectional design incorporating both quantitative and qualitative approaches. A sample of 210respondents, including community members and key health officials, was selected using a combination of simple random and purposive sampling, with a response rate of 206. Data were collected via questionnaires for community members and interviews for key informants. Quantitative data were analyzed using descriptive and inferential statistics, while qualitative data were analyzed through content analysis using NVIVO software. Findings indicate a weak positive but significant relationship between community participation in planning and health service delivery, a strong positive influence during implementation, and a moderate positive effect in monitoring and evaluation. The study further found out that active and well-structured community participation in both the planning and implementation of health service delivery enhances the relevance, utilization, and effectiveness of interventions. Engaging residents in identifying priorities and decision-making ensures appropriate resource allocation, fosters ownership, strengthens transparency and accountability, and builds trust between the community and service providers. Adequate training, clear roles, and empowered community representatives are essential for effective engagement, while limited involvement can result in misaligned priorities and reduced service impact. Overall, integrating community voices and supporting their participation is critical for responsive, coordinated, and high-quality healthcare delivery in Mbarara City. The study recommends establishing volunteer health committees, participatory feedback mechanisms, and community scorecards to enhance accountability, resource allocation, and overall quality of health services. These measures can strengthen community ownership and improve the responsiveness of health programs.Item Community perceptions towards the implications of human activity on River Rwizi,Uganda sustainability(International Science Community Association, 2018-07) Goretty, Nagawa; Gershom, Atukunda; Milton, Nuwabimpa; Doreen, AtwongyeireThis study was undertaken in the cells of Kiswahiri, Buremba and Nyakaizi in Kakoba Division of Mbarara Uganda. The research was done as a baseline study for investigating the possibility of implementing a project for conservation of river Rwizi as a way to restore its natural stability since it is highly depreciating due to degradation henc is the major source of water in the Mbarara dry corridor of nomadic pastoralists and other cattle keepers. In order to establish the extent of river degradation; a survey on the effects of community activities and peoples’ beliefs towards river depreciation was done. The study investigated on perceptions of the community towards river Rwizi degradation in a way to establish the possibility of involving the people into river conservation; in order to reactivate the river from drying, silt and other degradation indicators. This emerging crisis of the river drying up has affected natural; social and economic activities negatively especially in the areas of the river catchment; hence the need for river conservation to save nature in river catchment; and in other water sources in which Rwizi drains; that connect into world waters such as river Nile and lake Victoria. People appreciate the river since it is a source of water for irrigation and domestic use. The river as well l to rainfall formation; through evaporation, in addition to provision of water for animals. The anthropological factors have led to continuous reduction in volume and speed of Rwizi profile. The natural vegetation at river banks is getting continuously replaced by agricultural plants and bare lands. The growing of crops next to river banks involve tilling of land and softening soil; making it bare and prone to erosion; parts of agricultural land get deposited into the stream leading to widening of river channel and siltation of the continuous drying. The major land use activities that have degraded and deteriorated river Rwizi include cultivation, industrialisation and settlements, cattle rearing, sand mini There is great need for adjusting policy procedures for conservation of the river towards integrating well the current conservation needs and population demandsItem Corporate Governance Practices, Operating Environment and Financial Sustainability of Saccos in Greater Mbarara District(Journal of Economics and Behavioral Studies, 2024-06) Atukunda, Gershom; Musiita, Benjamin; Atwiine, Johnson; Atwine, Aquilionus; Olyanga, Anthony Moni: This study investigated the link between corporate governance practices, the operating environment, and the financial sustainability of Savings and Credit Cooperatives (SACCOs) in the Greater Mbarara region. It aimed to understand how each factor, and their combined effect, influence SACCO's financial health. The study employed a cross-sectional design and analyzed data from 164 SACCOs (sample size determined using Krejicie and Morgan table (1970). Statistical analysis revealed that both corporate governance practices and the operating environment have a positive and significant relationship with SACCO's financial sustainability. Additionally, their combined effect was also found to be positive and significant. The results suggest that 42.6% of the variation in financial sustainability can be explained by these two factors, leaving 57.4% to be influenced by other, unexplored aspects. To further improve SACCO's financial health in the region, the study recommends fostering communication with decision-makers, collaborating with governance and environmental experts, and implementing continuous monitoring of governance initiatives and environmental adaptations.Item Decentralisation and Public Service Delivery in Uganda: A Case of Mbarara City(Bishop Stuart University, 2024-06) Karusigarira Iyangye AlexDespite the implementation of decentralization policies aimed at transferring administrative, fiscal, and political powers to local governments, public service delivery in Uganda, particularly in Mbarara City, remains inadequate. This study aimed to identify and analyze the factors hindering the effectiveness of decentralization in enhancing public service delivery in Mbarara City. Specific objectives included assessing the effectiveness of decentralization policies, analyzing the challenges and opportunities in their implementation, and formulating evidence-based policy recommendations. A descriptive research design integrating both quantitative and qualitative data was employed. The study found that while decentralization has led to improvements in decision- making efficiency and resource allocation, significant challenges such as insufficient funding, lack of training, and coordination issues persist. These challenges impede the full potential of decentralization, despite some reported improvements in public service quality and accountability. The study recommends several strategic interventions to address these challenges. Firstly, increasing budget allocations to local governments is critical to enable effective implementation of decentralized services. Secondly, regular capacity-building programs should be established to equip local officials with the necessary skills and knowledge. Thirdly, enhancing coordination mechanisms between different government levels is essential to streamline operations and reduce inefficiencies. Fourthly, improving transparency through the adoption of digital platforms for tracking service delivery and budget expenditures is recommended to build public trust and ensure accountability. The findings highlight that addressing these areas is crucial for optimizing the benefits of decentralization and ultimately enhancing public service delivery in Mbarara City. The study concludes that without these targeted policy interventions, the goals of decentralization may remain underachieved, thus impeding broader national development objectives.Item The Effect of Forest Management Initiatives on Sustainability of Forests(International Journal of Science and Research (IJSR), 2018-02) Niyongere, Pierre Celestin; Gershom, Atukunda; Roberts, Muriisa KThe study was about the effect of forest management initiatives on sustainability of forests in Isingiro District, Southwestern Uganda. The study objectives were; to determine the main population changes taking placein Nakivale Refugee Settlement, and also to establish the effects of age composition on food availability among the Refugees. The researcher used a cross sectional research design. The study used a sample size of 133 respondents. Qualitative data was analyzed using content analysis while quantitative data was analyzed using SPSS. Basing on the field findings, there was a significant relationship between Population Growth and Food Security situation among the Refugees of Nakivale Refugee Settlement. This was due to the fact that when the population fertility and refugee influx is high, food becomes insufficient to the refugees and when the mortality is highly, the population reduces as most of the people become sick and weak and food is highly consumed by the weak people. Based on the age composition, it was evident that working age bracket increases food security the fact that most households involved in work and their consumption rate is reserved compared to the younger population who are dependants as well as existing mothers who produce more young kids. The researcher recommends that the government and NGOs institute more technical personnel in the camp to help refugees by training them on better farming skills, helping them to create employment. It is also recommended that the refugees need to be trained with income generating activities both entrepreneurial and life skills. Further recommendation to the government and NGOs is that there should be addition of various food types that refugees prefer to eat, also, differentseedlings should be given to refugees for them to grow more crops and improve on yielding. NGOs should intervene towards empowering mothers specifically those who have children below 12 years.Item Employee Training and Job Satisfaction in Western Uganda(AJP", 2022) Crispus, Tashobya; Robert, Mugabe; Bernard, Begumisa; Pereez, Nimusima; John, RwakihemboPurpose: The purpose of this study is to examine the effect of employee training on employee job satisfaction in Western Uganda with a focus on Mbarara University of science and technology (MUST). The study recommended that public higher learning institutions in western Uganda re-orient their strategic focus to training and development needs of their staff if they are to achieve their set targets. This is justified because this study has found out that such practices help them keep their staff morale boosted which apparently affects the way they render services to their clientsItem Factors Influencing Uptake of Bench Terraces in Kabale District(International Journal of Science: Basic and Applied Research, 2022) Vivian, Gordon SafariThe study was conducted to identify the factors influencing the uptake of bench terraces in Kabale district specifically, Rubaya Sub County. The study estimated the yields of Irish potatoes and beans among farmers with and without bench terraces, compared the net returns from Irish potatoes and beans among the farmers with and without bench terraces, identified the perception of the farmers on the uptake of bench terraces, and explored the strategies for increasing the uptake of bench terracing in Kabale district. The study adopted a descriptive research design to collect and analyse both quantitative and qualitative data. A sample size of 134 study units was selected from a target population of 200 study units using purposive and simple random sampling. Data was collected through questionnaires and interviews while data analysis was descriptive, inferential and thematic for qualitative data. The findings reveal that farms with bench terraces had better crop yields than the farms without bench terraces (for both beans and Irish potatoes). Farmers’ net returns from bench terraces outstrip farmers’ net returns from farms that are not bench terraced (for both beans and Irish potatoes). Lack of money, awareness, and attitude are the most limiting factors to the uptake of bench terracing and the strategies for uptake were based on government support holistically for development to be realised. The researcher concludes that bench terraces should be embraced and promoted for better crop yields since it was evidenced by the research findings. The practical implication on this indicated that bench terraces should be promoted by development practitioners as a means of having degraded land rejuvenated into productive and arable land for agriculture. In recommendation, government should ensure that bench terracing is promoted by putting in place the budgetary allocations in the sector of Agriculture in order to promote growing of common crops like potatoes and beans, it should highly be recommended to spearhead bench terracing in order to increase on production and productivity which in the long run will as well increase on farmers income, the farmers perception on the bench terracing indicated that they were mainly affected by high investments’ and thus government should embrace supporting farmers to venture into terracing, it is highly recommended for the government to foster the policy of bench terracing in the aspect of ensuring sustainable land management technologies are taken on by the farmers.Item Financial Literacy and Women Financial Decision Making In Mitooma District : A Case Study of Mitooma Peoples’ Sacco(Bishop Stuart University, 2023) Henry NatukwatsaThe study focused on investigating the role of financial literacy towards women financial decision making in Mitooma People’s SACCO. Specifically, it examines the impact of Gross Fixed Capital Formation (GFCF), investment in education, and population growth. A longitudinal research design was used to analyse changes over time, utilising secondary data from reputable national and international sources. The data was processed using STATA 14, which is effective for time series analysis. Findings show that increasing investment in GFCF, such as factories, machinery, and infrastructure, significantly boosts industrial growth, particularly in the short term through job creation and increased output. However, in the long run, the benefits diminish unless complemented by improvements in skilled labour and institutional support. In contrast, investment in education showed no direct effect on industrial growth, possibly due to a mismatch between education outputs and industrial job demands. Additionally, population growth alone was not found to drive industrial expansion, indicating that sheer numbers in the workforce do not guarantee increased productivity. The study recommends that the Government of Uganda continue prioritising investment in industrial infrastructure, especially in energy, transport, and manufacturing hubs. To improve education's relevance, greater emphasis should be placed on technical and vocational education and training (TVET), along with stronger industryacademic linkages and curriculum reforms. Furthermore, policymakers should promote labour-intensive industries like agro-processing, textiles, and construction, and support entrepreneurship and inclusive employment incentives, particularly targeting youth and women.
